Semi-structured interviews were undertaken with key stakeholders on different geographical scales to analyse how the structure of the tourism value chain influences the potential of tourism for sustainable regional development. Results suggest that it is too simplistic to blame the control of large, profit-oriented transnational companies (TNCs) with little social conscience for a hampering or non-sustainable tourism development in developing countries. Although international tour operators are empowered in the value chain, Ugandan tourism development is hampered because of (1) the unregulated and uncoordinated character of the private sector due to a weak institutional setting and (2) an area of tension between empowered public-private stakeholders. Investing in local linkages and awareness building, offering cultural products and tapping in the domestic tourism market could be seen as opportunities to increase the value of cultural tourism in Uganda and build on its regional development potential.
